Planning & Zoning

The Planning & Zoning Commission meets at 6:00 p.m. the third Monday of every month to hear and approve rezoning of property, subdividing of property and other planning and zoning issues. All rezoning matters brought before the zoning commission must subsequently be approved by the mayor and the City Council in the form of an ordinance.

Blueprint of a City: Our master plan

In 2018, Labarre and Associates updated the City of Walker Master Plan. It lays out a plan for smart growth that is based on how the people of Walker would like this community to develop. To see the plan, click here.

How the planning & zoning process works

Property owners who want to have property rezoned or subdivided must complete an application packet from the City of Walker. These are available at the Permit Department at City Hall, 13600 Aydell Lane. Or, to obtain one online, click here.

To be included on the zoning agenda, a completed application and payment of a $350 fee is due in the Permit Department office four weeks before the Planning & Zoning Commission meeting, which is held on the third Monday of each month.

To be included on the planning agenda, a completed application and payment of a $50 fee is due in the Permit Department office three weeks before the Planning & Zoning Commission meeting, which is held on the third Monday of each month.

The procedure for approval takes approximately one to three months from start to finish, barring any unforeseen problems. Each application must go through the following steps before approval is granted.

Procedure for approval

Step 1: Required material is submitted to the Building Department for the Planning & Zoning Commission to review at the meeting.
Step 2: Notice of the public meeting is posted in the newspaper.
Step 3: Signs placed on the property...
Step 4: After discussion at a public meeting, the commission votes to approve or deny the request. For zoning agenda items, a resolution of the zoning commission's recommendation is forwarded to the City Council.
Step 5: For zoning agenda items, the first City Council meeting, the Commission recommendation is introduced and the Council votes to have a public hearing in the following month.
Step 6: The public hearing is held and the City Council then votes to accept or reject the recommendation from the Commission.

The procedure from start to finish takes approximately one to three months, excluding any unforeseen problems.

Application requirements

1. Proof of ownership of the property for which rezoning is being requested. Only the land owner can rezone or subdivide the property
2. A completed application. To obtain one online, click here.
3.Application fee (See fee schedule below)
4. A courthouse filing fee. (See fee schedule below)
5. The application, proof of ownership, application fee and map [see requirements below] must be submitted to the Planning & Zoning secretary or an authorized representative no later than two weeks prior to the Planning & Zoning Commission meeting to be placed on that month's agenda.
6. A representative MUST be present at the Planning & Zoning Commission meeting at the time the application is submitted, in order to answer any questions the Commission may have.
7. Planning & Zoning Commission meetings are held on the third Monday of each month at the Walker Municipal Building, 13600 Aydell Lane.

CHECKLIST FOR NEW DEVELOPMENTS or MINOR/MAJOR SUBDIVISION OF LAND

  • Name of Subdivision

  • Developers, Owners name and address

  • Acreage of site to the nearest one tenth of acre

  • Vicinity Map

  • North arrow and graphical scale

  • Surveyors Certification, Signature and Seal

  • Bench mark location and description of all monuments found and set (for plats). 

  • Indicate base flood elevations and reference mark.  Areas of flood zone shall be clearly delineated.

  • Plat boundary lines with bearings in degrees, minutes and seconds with distances in feet and hundredths with P.O.B. noted 

  • Lot lines with bearings in degrees, minutes and seconds with distance in feet and hundredths

  • Streets with names, boundaries, right of ways and classification, wearing surface and width 

  • Sidewalks with location and width

  • Lot and block numbers

  • Building setback information (written)

  • Building setbacks lines if different than city zoning regulations

  • Servitudes on site (location, dimensions and purpose)

  • Servitudes adjacent (location dimensions and purpose within 150 ft. of said development boundary)

  • Public right-of-way adjacent and width provided

  • Buffer zone protection for adjacent residential zoning

  • Drainage servitudes, water course and location of drainage ditches

  • Location of drainage discharge and/or connection to municipal system

  • Size of culverts, catch basins and locations 

  • Water, gas and sewer lines size and location and connection to existing mains.  Indicate if other than city lines or mains. 

  • Locate fire hydrant and water line sizes

  • Any information or traffic flow patterns, one-way streets, roundabouts, and dead-end streets with cul-de-sac information 

  • Permanent existing buildings on site 

  • Street lighting with distance between standards, height of standards including specification for materials, type of lighting, method of installation (lighting plan)

  • Zoning classification

  • Entrances and exits onto existing streets from commercial development

  • Commercial sign location marked on plan

  • Parking lot layout

  • Landscaping plan (if required)

  • Erosion control plan, where property is being site cleared or if any top-soil can be removed by rainfall.  May be required to be on separate drawing.

  • Signature lines for the following, on Final Plat only: (P&Z Chairperson, Mayor, and Property Owner.
